專案管理計畫書在闡述專案要如何達成目標，並做為後續專案執行的依據。但發展專案管理計畫書並非只做一次，而是逐步精進(Progressive elaboration)，也就是隨著專案開始進行後，當更多的資訊被蒐集與了解，就要進一步的去做額外的規劃，重新審視專案管理計畫書，將專案管理計畫書逐步的細化(progressive detailing)，以符合專案執行的現況。
